MR J. Y. PILLAY has been reappointed as a member and the chairman of the Council of Presidential Advisers (CPA).
The 76-year-old, whose fresh four-year term began on Sunday, received his instrument of appointment from President S R Nathan at a ceremony at the Istana yesterday.
Mr Pillay, whose reappointment by Mr Nathan was made on the advice of Prime Minister Lee Hsien Loong, was first appointed to the council as a member on Jan 2, 2001.
He became its chairman in September 2005, succeeding the late former civil service head Sim Kee Boon in the position.
Mr Pillay, a former Singapore Exchange chairman, has previously held key positions as chairman of Singapore Airlines, managing director of the Monetary Authority of Singapore and Government of Singapore Investment Corporation, as well as permanent secretary of such heavyweight ministries as National Development and Finance.
Among those present at yesterday's swearing-in ceremony were Mrs Nathan, PM Lee, Mrs Pillay, Chief Justice Chan Sek Keong, and other members of the council.
As council chairman, Mr Pillay exercises the functions of the office of the President in the absence of the President, said a statement from the President's Office yesterday. If he is unavailable, this duty then falls on the Speaker of Parliament.
Formed in 1992, the council is made up of six members and two alternate members.
The other council members are Temasek Holdings chairman S. Dhanabalan, retired senior partner of accounting services firm Deloitte & Touche Po'ad Mattar, former Chief Justice Yong Pung How, retired Supreme Court judge Goh Joon Seng, and Singapore Totalisator Board chairman Bobby Chin Yoke Choong.
The two alternate members are Keppel Corporation senior adviser Lim Chee Onn and Singapore Airlines chairman Stephen Lee Ching Yen.
The President appoints two council members at his discretion, two others on the advice of the Prime Minister, and one each on the advice of the chairman of the Public Service Commission and the Chief Justice.
The council advises the President in the exercise of his custodial and discretionary powers. He is obliged to consult it before he considers the Budget of the Government and key Government-linked bodies, and the appointments of Government nominees to key posts.
Will any of these advisers take over the ballot from Parataman as the next President (elect) of Sinkapore?
