The answer depends upon which doctors are on duty when you arrive.
If you live in Sengkang and you need emergency treatment, You don't care whether it is good or bad as long as you can reach the hospital in few minutes.

Yeah you get the gist. Any hospital is only as good as the doctor or surgeon that deals with your ailment. The hardware, the software, the chemicals and the drugs need to be used in a beneficial manner in order to fix you.
