Is our local University for Local or FT

I have been hearing a lot of news that the local university is deterring local student in their faculty.

My questions as follow:

1. Is the local uni giving local JC or Poly student a fair chance?
2. What is the percentage between local and foreign student?
3. Is our local uni cannot cope with population growth?

Anyone have the inside story, please provide details why local student are being turn down.

The reason for the above question is that I been seeing a lot of foreign student rather then local in these university
