is it true the highest last level of most HDB flats have higher ceiling than normal levels?
if it is, what purpose does it serve?
 
it is definitely not design to offset heat.
i have ask an civil engineer before. he said it is due to the roof structure, the last floor is higher by 30cm.
 
for new bto blocks, there's buffer space or an additional "maintenance" floor for access to water tanks and plumbing above the topmost residential floor. you shouldn't get any heat issues from the roof. however, you may face leaks from water tank plumbing or ponding on the roof when it pours.
 
or copious amount of long hair from crazy bitch trying to get to water tank. :eek:
