Is ethical to have camera installed in the Clinic consultation room?

Sometime ago, there is a case on the partner of the clinic, whom also a doctor, installed a camera to catch his partner fling with the nurse.

In my humble opinion, the one who installed the camera is wrong as this is the consulation room for patient and the doctor who did the act in the consultation room is also not correct.

Let's have a discussion to see what is the general opinion, should both be punished?
