Mashhad is a city very near Iran's eastern borders with Turkmenistan (a dictatorship) and Afghanistan (Taliban land).

I believe the morality police in Mashhad are more siao on than the ones in Tehran.

Also happens in Singapore. I pity Muslim in Singapore who cannot keep dogs but they can screw underage girls and sometimes making their own relatives pregnant
