Internet Brigade - Myth or Truth????

A friend of mine told me he saw an article in 'Wayang Party' which claimed that there is an existence of internet brigade. They even list down all the IP addresses coming from some govt-related bodies.

Is it true? 'cos I have receiving very strong pro-signals reacting to some of my postings.

Hope any bro here can share that article with me? I have searched but could not find. Thanks in advance.
