Inmate's death: Minister explains why investigation took 28 months

Second Minister for Home Affairs S. Iswaran tackled questions in Parliament yesterday on the death of Changi Prison inmate Dinesh Raman Chinnaiah.

Among them was why the investigation took 28 months.

Mr Iswaran said this was due to the complexity of the case.

He added that investigations included a thorough study of the control and restraint protocol and techniques used by prison officers.

A total of 130 witnesses were also interviewed.

Dinesh died on Sept 27, 2010, from breathing difficulties after he was placed chest down on the ground in an isolation cell.

The 21-year-old had kicked a prison warden in his stomach in an unprovoked attack, and was restrained by eight officers.
