The poor will always be poor because they have inferior genes. Hand over money to the poor and they'll blow it all in six months no matter how much they get.

So Winnie would rather the poor be poorer as long as the rich are less rich? This is what happens when you focus on the gap between the rich and the poor. The pie is not stagnant, it is growing. So the "poor" of today, even though they own only 3.8% or whatever of total wealth can afford to have 2 50inch LCD TVs at home, change to a new smartphone every 12 months and eat until they look like a mini Godzilla. Whereas, the poor of yesteryear, even though they own 8% or whatever of total wealth never had any of these luxuries. Margaret Thatcher was right about socialism:

It is not a level playing field ...and that is the problem.
Everyone is entitled to government helping them to get healthcare, education and pension. We pay our taxes to facilitate that and it is the role of government to provide a baseline of services that allows people to achieve middle class lifestyle.
There is nothing stopping those who want more in life to work till they drop but the baseline of services is necessary to ensure a civil society.
That is fundamental in the building of a civil society.

You can only con and subdue the masses up to a point. All hell will break lose eventually when the masses see themselves stagnating or falling behind while the 20 percent live so well and treat the others like scums.
The pie is growing ...but is everyone's shares growing? The trend in the last few decades has seen the masses getting peanuts while the top 20 percent grabbing the rest.
Populism is growing because people are just fed up of this ...but they blame it on the government because most of the governments have followed the lunatic thinking of Thatcher.
The rich do NOT share ...they will take whatever they can get their hands on. The 80 percent have to fight back and be ruthless as the rich. And that's why populist leaders have positioned themselves and pretend to heed the cries of the masses but really they serve their rich master.
