(I'm not using the term oppposition)

They must form a Shadow Cabinet, regardless of party affiliation. (Unless of course there is a large number of MPs from X party, in which the case, all of them are part of the same party)

They must shadow all ministries, and evne if the number is small, each MP can take two roles (each Foreign Affairs and Defence together, or Home Affairs and MCYS together)
