If friend is born on 29 Feb, wish her happy birthday on 28 Feb or 1 Mar?

As a rule of thumb, it's always before the actual occasion. So it's 28th Feb.
 
Fuck her on 28 Feb and 1 march

Only wish her bday on 29 Feb once every 4 yrs
