There is infighting among the government agencies. MSK was sprung in a game of one upmanship, to harm the reputation of some people, and to scare off some ambitious people. Only a very few groups of people could have broken a cripple out and spirited him stealthily across the border through a very fast craft. The CDOs and related SOFs have done more technically difficult and daring things. People in charge of, inside and linked to the MHA got scared and pissed off.
Now the scared ones are retaliating, showing some "power". Not necessarily to the MOD people only, but as a warning that "I got the shit on you, and this is what I can do through the law, when I want to".
The fact is most man are tikos. And the MHA people probably got alot of evidence.
