砂石漲價除了影響公共工程，全省不動產商業同業公會理事長黃啟倫昨天表示，業界老早反映問題，但公平會遲未動作，遲早引爆壓力；高雄市不動產開發公會理事長張永義也說，砂石是民生必要的社會資源，營建成本墊高，對房市非常不利，也有失居住正義。
去年四月起 南區供應量銳減
國內砂石供應以河川或水庫疏濬清淤的土石為主，根據礦務局網站資料顯示，去年四月起，南區砂石供應量銳減至前年四月的一半，且逐月萎縮，今年一月的六十九萬噸只有去年一月二四八萬噸的百分之廿八。
河川疏濬的砂石，可加工作為預拌混凝土等材料；南部砂石供應量大減後，價格不斷上漲，使許多公共工程在廠商眼中幾無利潤，乏人問津。
嘉義縣消防局東石分隊廳舍三年前因地震受損，被列危險建築，去年新建工程招標五次都流標，只好申請增加預算；台南市側溝改善工程也多次流標，經行政院公共工程委員會協助，投標狀況才改善。然而不僅中小型工程延誤，即使經費高達二點五億的嘉義市前瞻建設「北排掀蓋計畫」同樣流標二次。
桃園市社宅 招標九次都流標
北部砂石則長期不足，仰賴進口或東砂北運調節，去年受進口緊縮影響，砂石水漲船高，桃園市政府社會住宅中路三號因此流標高達九次。
砂石漲價，營建、不動產等業者都吃不消，陸續透過公會、立委反映問題，行政院公共工程委員會一月召開專案會議，認為南部砂石供需失衡主因是高屏溪流域疏濬發包作業較遲，及砂石運輸車輛因環保政策與補助方案大量汰舊致運能不足等；公共工程與民間工程發包量明顯增加也是原因。
不解決漲價 地方憂延誤建設
工程會也函知各機關，履約中的政府採購案件，如因上述政府因素影響履約進度，可辦理延長履約期限；不過，地方政府擔心漲價的根本問題遲不解決，只會讓建設一再延誤，延長履約絕非上策。
高屏溪疏濬由經濟部水利署第七河川局負責，副局長黃傭評指出，去年受八二三豪雨影響，疏濬出料太慢，今年一月已恢復正常，目前價格問題仍在，可見市場因素才是關鍵；屏東縣府也反駁，高屏溪砂石量不足以影響市場價格。環保署也拿出數據否認，表示老舊車輛跟營建相關的只占百分之八，不是缺砂主因。
各界因此更好奇消失的砂石供應量去了哪裡？以及為何南部河川疏濬恢復正常，砂石仍不降價？地方工務單位紛紛憂心，問題再不解決，一連串工程延誤、下游漲價效應恐難避免。

去年底市場就傳出砂石短缺，混凝土「漲」聲響起，衝擊公共工程、科技大廠在南部的建廠進度。民進黨立委陳亭妃昨天在立法院爆料，五月和九月還各有一波漲勢，要求中央介入調查；經濟部雖表示目前砂石供應無虞、價格平穩，但聯合報調查發現，確有不少工程因此流標，營建業對砂石漲價都「剉咧等」 。
前瞻施工高峰需求陡增
立法院經濟委員會昨邀公平會針對「南部地區砂石及預拌混凝土價格調漲執行公平交易法」情形專案報告，公平會表示，去年底砂石缺貨，主因是地方政府發包河川疏濬工程延宕，造成供給吃緊；需求面則有南部鐵改、道路養護、台積電南部廠房及前瞻基礎建設計畫等施工高峰期，造成砂石需求陡增、供需失調。
公平會調查顯示，南部砂石價格從去年十二月平均每噸二五六元，漲至今年一月每噸三百元，漲幅一成七，一月份預拌混凝土每立方公尺也調漲二到三百元不等，漲幅一成五到兩成。
公平會去年底立案調查
公平會主委黃美瑛表示，該會去年底已立案調查，並列為急要案件，今年初發函警示砂石及混凝土業者、五度實地履勘及約談，也舉行座談會，宣示絕對禁止聯合調漲價格、違反公平交易法情事，否則嚴懲。目前南部砂石供需失調現象已獲短暫改善。
水利署署長賴建信也表示，其實目前砂石並不缺，近年河川疏濬的砂石目標量和完成量都超過預期，高屏溪、高屏堰及隘寮溪三河川今年疏濬的砂石量，將達到一千萬立方公尺，比去年和前年都多。
立委質疑公權力被踐踏
對此陳亭妃表示，「那代表砂石根本沒有缺貨」，而北部、東部的砂石都沒漲，為何偏偏南部漲勢擋不住？她說，營建業者最近都告訴她，南部砂石五月要再漲價，九月還要再漲一次，「公權力已經被踩在腳底下」。
聯合報調查發現，從北到南都有不少公共工程因砂石等原物料漲價頻頻流標，營建業者也不解，明明料源供給應該沒問題，何以價格一路漲？難道背後有不可告人的利益算計？有業者指向要以漲價迫使政府開放更大規模的砂石開採。
高雄的民進黨立委趙天麟也接到業者陳情，認為應該有人哄抬價格。趙天麟說，河川疏濬問題解決後，砂石應該降價，結果卻繼續漲，顯示不能再放任市場機制調節供需，政府應調查、介入穩定價格。

針對這1波砂石價格上漲，公共工程委員會1月4日邀集經濟部礦務局、水利署、屏東縣政府等機關與砂石、混凝土、營造公會研商，當時多方指向屏東縣政府去年延遲高屏溪疏浚工程所致。

屏東縣政府大大喊冤，水利處長江國豐表示，縣府申請的高屏溪疏浚計畫，去年因為汛期及作業流程等因素延後申請，但屏東縣在高屏溪的疏浚工程不過200萬立方公尺，不足以影響市場價格，且目前供應量已恢復正常，但價格問題仍在，可見市場因素才是關鍵。
高屏溪疏浚由第7河川局負責，副局長黃傭評指出，砂石價格大漲因素，包括過年前營造廠需求量大、密集出貨帶動價格，去年823豪雨導致高屏溪疏浚出料太慢，另外業界淘汰老舊砂石車導致載運工具不足，都是原因。
盡管今年1月高屏溪疏浚出料已恢復正常，不過砂石價格還是漲，原來1噸不過200元出頭，目前已漲至300元左右，而混凝土價格則從每立方1500元左右上漲至少15%至20%，讓營造及建築業界大喊吃不消，全省不動產商業同業公會理事長黃啟倫曾向立法院長蘇嘉全反映業界心聲，12日又再度向屏東縣長潘孟安反應，希望找到這一波漲價的原因，縣府表示會向行政院表達，希望公平會能有所作為。
地方則眾說紛紜，有人懷疑砂石價格波動與去年底選舉結果政治生態大洗牌有關，可能有些砂石利益鏈被打破，也有人認為是刻意囤積、聯合哄抬的結果。
「絕對沒有哄抬」，屏東縣砂石公會總幹事陳聰榮說，88風災後，砂石供過於求，價格已經低迷太久了，最近上漲不過是反映成本而已，且去年空汙法修正後，砂石等於被重覆課稅，買砂、堆置太久都要課稅，加上全台約有3千輛老車被淘汰，運能不足也使砂石業者成本增加。

砂石漲價除了影響公共工程，全省不動產商業同業公會理事長黃啟倫昨天表示，業界老早反映問題，但公平會遲未動作，遲早引爆壓力；高雄市不動產開發公會理事長張永義也說，砂石是民生必要的社會資源，營建成本墊高，對房市非常不利，也有失居住正義。
去年四月起 南區供應量銳減
國內砂石供應以河川或水庫疏濬清淤的土石為主，根據礦務局網站資料顯示，去年四月起，南區砂石供應量銳減至前年四月的一半，且逐月萎縮，今年一月的六十九萬噸只有去年一月二四八萬噸的百分之廿八。
河川疏濬的砂石，可加工作為預拌混凝土等材料；南部砂石供應量大減後，價格不斷上漲，使許多公共工程在廠商眼中幾無利潤，乏人問津。
嘉義縣消防局東石分隊廳舍三年前因地震受損，被列危險建築，去年新建工程招標五次都流標，只好申請增加預算；台南市側溝改善工程也多次流標，經行政院公共工程委員會協助，投標狀況才改善。然而不僅中小型工程延誤，即使經費高達二點五億的嘉義市前瞻建設「北排掀蓋計畫」同樣流標二次。
桃園市社宅 招標九次都流標
北部砂石則長期不足，仰賴進口或東砂北運調節，去年受進口緊縮影響，砂石水漲船高，桃園市政府社會住宅中路三號因此流標高達九次。
砂石漲價，營建、不動產等業者都吃不消，陸續透過公會、立委反映問題，行政院公共工程委員會一月召開專案會議，認為南部砂石供需失衡主因是高屏溪流域疏濬發包作業較遲，及砂石運輸車輛因環保政策與補助方案大量汰舊致運能不足等；公共工程與民間工程發包量明顯增加也是原因。
不解決漲價 地方憂延誤建設
工程會也函知各機關，履約中的政府採購案件，如因上述政府因素影響履約進度，可辦理延長履約期限；不過，地方政府擔心漲價的根本問題遲不解決，只會讓建設一再延誤，延長履約絕非上策。
高屏溪疏濬由經濟部水利署第七河川局負責，副局長黃傭評指出，去年受八二三豪雨影響，疏濬出料太慢，今年一月已恢復正常，目前價格問題仍在，可見市場因素才是關鍵；屏東縣府也反駁，高屏溪砂石量不足以影響市場價格。環保署也拿出數據否認，表示老舊車輛跟營建相關的只占百分之八，不是缺砂主因。

去年底市場就傳出砂石短缺，混凝土「漲」聲響起，衝擊公共工程、科技大廠在南部的建廠進度。民進黨立委陳亭妃昨天在立法院爆料，五月和九月還各有一波漲勢，要求中央介入調查；經濟部雖表示目前砂石供應無虞、價格平穩，但聯合報調查發現，確有不少工程因此流標，營建業對砂石漲價都「剉咧等」 。
前瞻施工高峰需求陡增
立法院經濟委員會昨邀公平會針對「南部地區砂石及預拌混凝土價格調漲執行公平交易法」情形專案報告，公平會表示，去年底砂石缺貨，主因是地方政府發包河川疏濬工程延宕，造成供給吃緊；需求面則有南部鐵改、道路養護、台積電南部廠房及前瞻基礎建設計畫等施工高峰期，造成砂石需求陡增、供需失調。
公平會調查顯示，南部砂石價格從去年十二月平均每噸二五六元，漲至今年一月每噸三百元，漲幅一成七，一月份預拌混凝土每立方公尺也調漲二到三百元不等，漲幅一成五到兩成。
公平會去年底立案調查
公平會主委黃美瑛表示，該會去年底已立案調查，並列為急要案件，今年初發函警示砂石及混凝土業者、五度實地履勘及約談，也舉行座談會，宣示絕對禁止聯合調漲價格、違反公平交易法情事，否則嚴懲。目前南部砂石供需失調現象已獲短暫改善。
水利署署長賴建信也表示，其實目前砂石並不缺，近年河川疏濬的砂石目標量和完成量都超過預期，高屏溪、高屏堰及隘寮溪三河川今年疏濬的砂石量，將達到一千萬立方公尺，比去年和前年都多。
立委質疑公權力被踐踏
對此陳亭妃表示，「那代表砂石根本沒有缺貨」，而北部、東部的砂石都沒漲，為何偏偏南部漲勢擋不住？她說，營建業者最近都告訴她，南部砂石五月要再漲價，九月還要再漲一次，「公權力已經被踩在腳底下」。
聯合報調查發現，從北到南都有不少公共工程因砂石等原物料漲價頻頻流標，營建業者也不解，明明料源供給應該沒問題，何以價格一路漲？難道背後有不可告人的利益算計？有業者指向要以漲價迫使政府開放更大規模的砂石開採。
高雄的民進黨立委趙天麟也接到業者陳情，認為應該有人哄抬價格。趙天麟說，河川疏濬問題解決後，砂石應該降價，結果卻繼續漲，顯示不能再放任市場機制調節供需，政府應調查、介入穩定價格。

屏東縣政府大大喊冤，水利處長江國豐表示，縣府申請的高屏溪疏浚計畫，去年因為汛期及作業流程等因素延後申請，但屏東縣在高屏溪的疏浚工程不過200萬立方公尺，不足以影響市場價格，且目前供應量已恢復正常，但價格問題仍在，可見市場因素才是關鍵。
高屏溪疏浚由第7河川局負責，副局長黃傭評指出，砂石價格大漲因素，包括過年前營造廠需求量大、密集出貨帶動價格，去年823豪雨導致高屏溪疏浚出料太慢，另外業界淘汰老舊砂石車導致載運工具不足，都是原因。
盡管今年1月高屏溪疏浚出料已恢復正常，不過砂石價格還是漲，原來1噸不過200元出頭，目前已漲至300元左右，而混凝土價格則從每立方1500元左右上漲至少15%至20%，讓營造及建築業界大喊吃不消，全省不動產商業同業公會理事長黃啟倫曾向立法院長蘇嘉全反映業界心聲，12日又再度向屏東縣長潘孟安反應，希望找到這一波漲價的原因，縣府表示會向行政院表達，希望公平會能有所作為。
地方則眾說紛紜，有人懷疑砂石價格波動與去年底選舉結果政治生態大洗牌有關，可能有些砂石利益鏈被打破，也有人認為是刻意囤積、聯合哄抬的結果。
「絕對沒有哄抬」，屏東縣砂石公會總幹事陳聰榮說，88風災後，砂石供過於求，價格已經低迷太久了，最近上漲不過是反映成本而已，且去年空汙法修正後，砂石等於被重覆課稅，買砂、堆置太久都要課稅，加上全台約有3千輛老車被淘汰，運能不足也使砂石業者成本增加。
