Why is there a need for a 'centralised' joss paper burning area? It should be decentralised to minimize fire risk.

In a small metal bucket or oil can for example, the fire and smoke is confined to a small location, and wind can hardly blow the embers elsewhere because of the smaller surface area exposed to air.
