Simple. To divide, import more types of people from all over the world and to unite, chase all the foreigners away.

To divide the nation is very easy. Either go according to race, religion or wealth.
To unite is harder, but not impossible. Just forcus heavily on the ideals in our pledge and our identity as a republic (eg. Rome, Venice).
