A former principal of Tak Sun School has been sentenced to four years and three months in prison for leaking confidential exam papers to a nearby tutoring center run by his extramarital lover, whom he had secretly invested HK$420,000 in, in a scandal that undermined public trust in Hong Kong’s education system.

Henry Kwok Chiu-kwan, aged 51, was convicted of misconduct in public office after deliberately passing electronic copies of exam papers for core subjects, including Chinese, English, and mathematics, to Pang Wing-han, the 48-year-old former director of the tutorial center.



The leaks occurred multiple times between 2019 and 2021, shortly before tests at the school. Pang, a parent of a former student, received a three-year sentence for conspiring in the misconduct.

The court heard that Kwok, as the school’s highest authority with full access to sensitive materials, transmitted the papers via WhatsApp ahead of scheduled exams and midterms over two academic years.

In return, Pang responded positively, showing no surprise.

The pair had developed a close personal relationship after meeting through the school, with Kwok admitting his marriage had grown distant and that he found emotional support in Pang.

Evidence showed they traveled together, Kwok kept clothes at her home, and she did his laundry—details the judge said confirmed an intimate affair.

Kwok also transferred HK$420,000 to help launch the tutoring center in mid-2017, located near the school and primarily serving its students, but failed to declare his financial interest to the school management committee.

He even encouraged vice principals and teachers to send congratulatory flower baskets at the center’s opening to signal a close tie and attract more Tak Sun pupils.

The scandal surfaced after the Education Bureau received complaints about suspiciously similar content between the center’s worksheets and school exams.

Although Kwok initially denied any connection, digital forensics exposed the paper transfers.

The fallout led education authorities to cancel one year’s Primary Five assessment.

At sentencing in the District Court, the judge condemned Kwok’s actions as driven by personal gain, saying they encouraged cheating and seriously damaged the integrity of Hong Kong’s examination system.
