當年二十萬越南難民在港開支逾十三億元,惟聯合國難民事務高級專員署至今仍拖欠本港逾十一億元。
政府未能收回欠款引致撇帳嚴重,過去三個財政年度的撇帳高達十一億元,有關數字還未計算公營機構,反映政府追數不力,令各界嘩然。事件喚起立法會議員關注聯合國難民事務高級難民署(難民署)拖欠本港當年越南難民在港期間涉款逾十一億元開支,欠款拖足三十年亦未收回。有立法會議員批評政府追數不力,直指早有越南難民,近年又有假難民禍港,不應再令納稅人使冤枉錢,而立法會保安事務委員會將於周二(4月2日)商議如何追數。

越南船民(難民)湧港發生於一九七○年代至八○年代間,因越戰過後出現大批難民逃到香港,七九年七月英國殖民地政府在日內瓦簽署一項處理越南難民的國際公約,並把香港列為「第一收容港」,當年一年內就有六萬八千人湧港,及後共接收達二十萬名難民。

為應付大量越南難民湧港,港府於八八年與聯合國難民事務高級專員署(難民署)簽訂有關照顧在港越南船民的協議聲明書,難民署會支付照顧所有尋求庇護者、難民及被確定為非難民者的支出,以及他們所需的生活費和社會服務開支等。不過,協議列明需視乎難民署能否籌得有關經費,而港府則自八九年起將有關開支列入暫支帳目,待難民署日後償還,而多年來共欠款十三億二千多萬元。

不過,難民署於八九至九八年間只償還了一億六千六百多萬元,最後一次還款已經是在二十一年前、即九八年三月三十一日,當時償還了三百八十六萬元,至今尚欠十一億六千二百萬元,而難民署過去多次表明,因處理世界各地難民及尋求庇護者人數上升,對於能否償還欠款並不樂觀,惟八八年簽訂的聲明書未有註明難民署要為未償還款項支付利息。政府審計署及立法會政府帳目委員會亦曾關注難民署欠款的問題。

未計利息 議員倡訂時間表

立法會保安事務委員會主席陳克勤批評,欠款金額非常龐大,而過去三十年間港府只以「信來信往」及開會形式追款欠缺成效,情況如同「歎慢板收數佬,遇着軟皮蛇債仔」,最終只會苦了香港市民。陳明言難民署有困難,但不能無了期拖延如此不負責任,認為港府應與難民署訂立時間表,列明還款期限,至少為追回十一億元帶來希望。

陳續指,有關欠款未有計算利息,而多年來追款過程亦動用到公務員及行政資源,絕對不能撇帳。

難民問題纏擾 燒50億公帑

他認為,難民問題如同無底深潭,當年處理越南難民已花逾十三億元,而港府近年為應對俗稱「假難民」的濫用免遣返聲請人士亦花逾數十億元,直指香港已為難民問題背負逾五十億元,不應再繼續要納稅人使冤枉錢。

曾任保安局局長、跟進過相關議題的立法會議員葉劉淑儀坦言,有關款項是追不到,因為難民署的經費靠聯合國會員捐獻,而且可以指定捐去何處,大多數會員選擇捐予最窮的國家,相反不少會員視擁有萬億元儲備的香港為富裕地方,十一億元的欠款「蝕得起」,而難民署過往曾指最好方法是港府撇帳,但港府不認同隨便撇帳的做法,故造成有關款項拖欠多年。她坦言,給予政府壓力亦難有效果,因為難民署是「石頭鑽唔出血」。

保安局稱去信逾30次追數

保安局接受查詢時表示,自九八年起已去信難民署三十次以上,並於超過二十個不同場合促請難民署償還款項,以最近三年為例,港府曾兩次與難民署駐華代表會面,表明港府立場及香港市民期望早日償還欠款,即使難民署未必能在短期內償還欠款,但港府仍會繼續努力促請難民署還款。

The Vietnamese boat people (refugees) rushed to Hong Kong between the 1970s and the 1980s. After the Vietnam War, a large number of refugees fled to Hong Kong. In July 1973, the British colonial government signed an international convention on the handling of Vietnamese refugees in Geneva. Hong Kong was listed as the "first asylum port". In the same year, there were 68,000 people in Hong Kong and a total of 200,000 refugees.


In response to the flood of Vietnamese refugees, the Hong Kong Government signed a letter of agreement with the United Nations High Commissioner for Refugees (UNHCR) on the care of Vietnamese boat people in Hong Kong in 1988. UNHCR will pay for the care of all asylum seekers, refugees and Determine the expenditures for non-refugees, as well as the cost of living and social services they need. However, the agreement states that depending on whether UNHCR can raise the relevant funds, the Government has included the relevant expenditures in the provisional accounts since 1989 and will be repaid in the future by the UNHCR. However, UNHCR only reimbursed more than $166 million between 1989 and 1998. The last repayment was made 21 years ago, on March 31, 1998, when it was repaid. No interest, Members have set a timetable
