Social integration is a false ideal. Why would a well educated parent who tried his best to inculcate his children with the right values let them mix ahem integrate with chow ah bengs. Eagles want to be with eagles and sparrows want to be with sparrows, though all are birds. Humans are not equal just because they all have the same EXTERNAL features.
But you can raise the standard for everyone; the environment matters. In a low SES environment, parents have little time to teach their children as most of their time and efforts is to provide food and shelter. Does this mean that the children of low SES is condemned to follow the footpath of their parents?

There are at least two types of "poor" in Sinkieland and everywhere else.
Type 1 - know what they need to do to get out of their real or perceived poverty and are prepared to roll up their sleeves and work their guts out to get what they want for themselves and their children and are not jealous of others who are more well off than them.
Type 2 - too lazy or stupid to do what it takes to get out of their crap situation and always like to play the victim in order to squeeze more handouts, jealous of those who are more well off than them and like mama of Singlet and Humble very sensitive to being looked down upon by others.
Type 1 will save where it should be saved and spend where it should be spent. They will skimp the iPad for junior's entertainment in favour of Class A ward for junior's speedy recovery and no bad influence from chow ah bengs in Class C.
Type 2 will splurge on Disneyland tickets and don't mind their children mixing with chow ah bengs in Class C, even though they also can afford Class A if they had not spent everything on Disneyland tickets, etc. These are the ones who get very offended when they merely overhear what others say about the kind of people others wish to avoid by moving from Class C to A.
