Can someone tell me why he said all those things in Japan?

Why he said Russia is not a super-power? Just because Russia does not flex its military power, he says Russia is not a super-power. What about China? Is China a super-power? No? Yes?

Then about the 70 years and Japan settled War history with South East Asia, can tell me how and when that was settled and did he ask for our opinion if we still hate the war-monger Japan or not?
