Clear hypocrisy. How many Sikh with turbans PR and citizenship did they issue, compared to the number of indian nationals as a whole? A very very miniscule number because they want to avoid the turban problem in NS, the safety helmet at the workplace and motorcycle helmets on the roads.
Also can avoid giving additional public holiday for them if their numbers grew.
