HDB’s Resale Price Index (RPI) rose by 2.5% from 197.9 in 3Q 2012 to 202.9 in 4Q 2012, ending the year in an all-time high:

The base index of 100 started in 4Q 1998. Which means to say, 14 years later with the index at 202.9 in 4Q 2012, the prices of HDB flats have increased by 102.9%, on average. Not bad for a slightly more than 100% return for a 14 year “investment” – but the family can only gain if they sell off the HDB flat and live on the street.

The RPI growth for the full year of 2012 is 6.6%, though lower than the 10.7% in 2011.
Resale transactions fell by about 14%, from 6,560 cases in 3rd Quarter 2012 to 5,631 cases in 4th Quarter 2012.
For the full year of 2012, the total number of resale transactions was 25,094, a slight increase of about 2% over 2011:

The median resale prices of the HDB units transacted in the various towns are as follows:

The median subletting rents in the various towns in 4th Quarter 2012 are tabulated below:

Subletting transactions fell by about 10% from 7,142 cases in 3rd Quarter 2012 to 6,443 cases in 4th Quarter 2012. The total number of HDB flats approved for subletting rose to 43,508 units in 4th Quarter 2012, compared to 42,920 units in 3rd Quarter 2012.
HDB thinks that HDB resale prices will be stabilized.
HDB said, “On 11 Jan 2013, the Government announced a comprehensive package of measures to cool the residential property market. These measures will help to moderate demand for HDB flats and stabilize HDB resale prices.”
Meanwhile, HDB targets to launch at least 23,000 BTO flats in 2013.

Looks like extremely difficult to buy a HDB 5-room resale flat at less than half a million dollars ($500,000). Very stressful for new entrants into society unless parents are rich.
