HDB is like Rolex.

New rolex watches (BTO) are consistently priced higher, to give support to resale rolex (HDB) prices.

Rolex manipulates supply; they will perpetually create a waitlist for their popular models even if they are not the most expensive ones, eg. Daytona. For years, many joined the waitlist to flip like we buy BTOs to flip in resale.
