Hand surgeon fined <!--10 min-->

A HAND surgeon has been found guilty of professional misconduct and fined $2,000. Dr Jonathan Lee Yi Liang, who practised at True 'Est in Ngee Ann City, faced two charges of professional misconduct over a body contouring procedure known as 'SmartLipo' surgery, said the Singapore Medical Council (SMC) on Monday. The first charge involved the issue of informed consent, while the second charge was over medication given prior to a personal consultation with the patient. The Disciplinary Committee of the SMC acquitted Dr Lee of the first charge but emphasised that informed consent was more than just having a patient sign a consent form. Doctors were expected to sufficiently explain the risks, side-effects and nature of the procedure to the patient, said the council.
In the course of the inquiry, the Committee found that there was a lack of accountability and control measures expected of a medical clinic, as nurses were given the autonomy to administer a sedative drug. Dr Lee 'took no steps to check' whether the patient had been given the drug, the SMC found, and after seeing the patient, he did not give instructions for the drug to be administered either, assuming that it would be done. As such, the Committee found that Dr Lee had not demonstrated the responsibility, supervision and leadership expected of him, as the sole doctor in the clinic. The Committee thus found him guilty of the second charge. Dr Lee was also censured.
