<!-- by line --> <!-- end by line --> A GENERAL practitioner has been fined $7,000 and censured by the Singapore Medical Council (SMC) after he admitted to 122 charges of inappropriate prescription of Subutex and management of patients on this drug. Dr Chai Chwan, of Little Cross Family at Block 915, Tampines Street 91, pleaded guilty to the charges at a two-day disciplinary inquiry held on March 4 and 5. He faced 115 charges of inappropriately prescribing Subutex, a drug originally meant to wean addicts off heroin but was banned in 2006, and seven charges for not having proper management plan and medical records of his patients prescribed Subutex. The Disciplinary Committee (DC) 'was disappointed that Dr Chai failed to demonstrate that he had a proper management plan in treating his large number of patients,' said the SMC in a statement on Monday morning.

'The DC noted that there were scant details in the clinical records with respect to clinical history, physical examination and management plan of the patients. There were no follow-up progress reports on the patients for their treatment. The DC was of the opinion that the general standard of clinical notes was far below what was expected,' added the SMC. Dr Chai also had to give a written undertaking to the SMC that he will not engage in any similar conduct and also pay the costs and expenses of the disciplinary proceedings.
