To the customer, it doesn't carry much meaning . If they check the app, yes the position will show he stopped at a expressway, but it doesn't carry much meaning to them.

I once waited for a ride and the eta just keep recalculating and the car just appeared to be stationery too.
I take it as either the app is having some problem or the driver was doing a merry go round, or the driver was taking a rest and not keen to proceed with his accepted trip.
