FT need help, where dept to on rental fraud

my friend who is a IT FT. he rented a flat from a woman whom also rented from goverment hdb. now he cannot stay as authorities had order him to move out. he already paid the woman 5K and now has difficuties in getting it back. pls advise. thanks
