WHY IS PRC ALLOWED TO WORK AS RAG-AND-BONE MAN IN S’PORE?

This old man from China has been collecting cardboard, old furniture etc from around my neighborhood for a while now. He also stores his loot at the void deck, in a pile. I’m worried that this will become a fire hazard.

At the same time, why are we allowing foreigners like him stay here, when he probably does not have a working pass? To be a rag and bone man?
