Chitchat foreign central banks sells record of US treasuries

need advice. isn't a good sign that when pple sell treasuries, yields are up but according to this article, things seems to be bad. why izzit so? many thks in adv to bros who seek to enlighten me.

this is what i gather so far

~ foreign banks sell US treasury for tipping their own cashflow.
~ buying gold to replace treasury.
