SINGAPORE — The owner of a wanton noodle stall in Tampines pleaded guilty on Tuesday (Sept 14) to contravening various work pass regulations, such as by instructing his daughter’s domestic workers to prepare food for his business.

Lim Sheng Song also failed to ensure that one of them was properly trained in using an electric meat grinder. The domestic worker put her hand in the machine to retrieve a knife, causing four of her fingers to be severed.

Lim, 59, admitted to one charge under the Workplace Safety and Health Act, and two charges under the Employment of Foreign Manpower Act.

Another similar charge will be taken into consideration for sentencing on Oct 8.

His daughter, Lim Sock Hong, was fined S$7,000. The 36-year-old pleaded guilty to allowing the women whom she had employed to work as kitchen assistants for her father at the stall.

Lim’s wife, Koh Siew Imm, 59, was given a stern warning for similarly instructing the workers to help out in running the business. The prosecution then withdrew the two charges against her.

The family had initially intended to claim trial.
Court documents showed that Lim Sheng Song first employed Ms Khin Htar Thwe as a kitchen assistant at Xin Ji noodle stall, located along Tampines Street 11, from June to September 2016.

He then employed Ms Su Su Mar from November 2017 to Jan 31, 2019. The severing of her fingers happened around that day.

Both women were in Singapore on work passes to work for his daughter, and he got them to work for him without valid work passes, the court heard.

He also got Ms Su Su Mar to perform chores at his landed residential property along Loyang Rise near Pasir Ris.

He admitted to failing to conduct a risk assessment for operating the meat grinder, developing safe work procedures, ensuring the grinder was safe and without risk to the worker, and ensuring that she was given enough instruction, information, training and supervision.

She had accidentally dropped a butter knife into the machine while making chilli paste, and was trying to retrieve it when her fingers were severed.

Mr Low Shi Hou, prosecuting officer from the Ministry of Manpower, sought two weeks’ jail and a fine of S$20,000 for Lim Sheng Song.

The man's lawyer noted that he had already paid more than S$70,000 for the worker's medical bills and further compensated Ms Su Su Mar with S$21,000 for her care.

However, Mr Low responded that employers are legally obliged to pay medical compensation for workplace accidents.

Those convicted of workplace safety and health offences can be jailed for up to two years or fined up to S$200,000, or both.

For hiring a foreign employee without a valid work pass, the maximum penalty is a jail term for up to 12 months or a fine of up to S$30,000, or both.

SINGAPORE — A wanton noodle stall owner who got his daughter's domestic helper to work for him illegally was jailed for two months and fined S$19,000 after the helper's fingers were cut off by an electric meat grinder.

Lim Sheng Song, 59, had failed to ensure that the helper, Ms Su Su Mar, was properly trained to use the machine and that it was safe for use.

When the foreign domestic worker from Myanmar dropped a butter knife into the grinder, she tried to retrieve it by placing her hand through its opening without first switching it off, severing four of her fingers.

Lim, who owns the Xin Ji noodle stall in Tampines, had earlier pleaded guilty to offences including one charge under the Workplace Safety and Health Act, and two charges under the Employment of Foreign Manpower Act. Another similar charge was taken into consideration for sentencing.

WHAT HAPPENED

Court documents stated that Ms Su Su Mar was hired by Lim Sock Hong but had never actually worked for her throughout her employment.

From November 2017 to January 2019, Ms Su Su Mar had instead been working and residing with Lim Sheng Song who lived separately from his daughter.

At Lim’s home, Ms Su Su Mar was instructed to prepare the wanton dumplings and grind chilli using an electric meat grinder.

She did this daily from 2am to 7pm, taking a rest from 7am to 9.30am, except on Wednesdays when the stall was closed. This was on top of about an hour’s worth of household chores.

She was not paid extra for her assisting in the food stall business and earned S$600 a month, inclusive of off-day compensation.


On Jan 31, 2019, Ms Su Su Mar was working in the kitchen of Lim’s Loyang home when she used a butter knife to push ingredients into the meat grinder.

When the knife slipped from her hand, she immediately tried to retrieve the knife by placing her right hand through the opening of the grinder without switching it off.

The blade in the grinder severed four of her fingers. She was taken to the Singapore General Hospital for treatment and as a result, the four fingers were amputated.

Investigations revealed that the grinder came with a plastic hoop that prevents a user’s hands from reaching the mincing component of the grinder.

However, the plastic hoop was broken and discarded and Lim knew this.

The investigations also showed that the grinder also came with a push tool with a long handle that allowed a user to push ingredients into the grinder. Ms Su Su Mar used a butter knife instead.

Lim had earlier also made another domestic helper work as his kitchen helper from 2015 to 2018.

For each charge of employing a foreign worker as a kitchen helper without a valid work pass, Lim could have been fined up to S$30,000, jailed for up to a year or punished with both. For failing to take necessary measures to ensure the safety and health of his employee at work, he could have been fined up to S$200,000, jailed for up to two years or punished with both.

During my visit to Tampines Round Market & Food Centre to check out Xing Yun Kway Chap, I noticed there is a constant long queue at Xing Ji Wanton Noodle. Being a foodie, I could not resist my curiosity to join the queue to find out for myself why the wanton mee stall attracts the snaking queue.

The Wanton Mee ($3) comes with slices of char siew, two wanton and a few strand of vegetables. The char siew is only passable lacking the carmalized charred. Overall the wanton mee lacks the depth to be considered as one of best.

While I find the wanton mee lacklustre, the Chicken Feet Noodle ($4) is actually worthy trying. Using the same noodle as the wanton mee, I find it more suitable to soak up the braised gravy of the chicken feet noodle. The chicken feet is also well executed with its crispy skin and braised to tender.

Conclusion I do not think it is worth queuing up for the wanton mee. However I feel the chicken feet noodle is worthy a try if you happen to be in the area.

Maid wake up early, make breakfast, bonk husband, feed baby, bath dogs and take it for a walk, clean car, take care grandma, follow employer to shop, prepare shop by cleaning and prepare, clean up, follow master home, make dinner, bonk son, wash madam and grand ma and after all that, they say she is lazy and slow.
