A CONCRETE mixer driver died of hypertensive heart disease after the vehicle toppled into a monsoon drain at a worksite. The occupier of the worksite, Kay Lim Construction and Trading was fined $8,000 on Thursday for not constructing the temporary access used by the cement mixer in accordance to the design of the professional engineer hired to design the access for safe use by persons and vehicles. The accident occurred between Block 508 and 517 Hougang Avenue 10 on April 15. At the time of the accident, the driver, Mr Ong Ah Seng, 55, was reversing his vehicle along the temporary access. He died at the scene. The company has a previous conviction under the Factories (Building Operations and Works of Engineering Construction) Regulations.
