Fined for upskirt filming

AN ENGINEER was fined $4,000 on Wednesday for filming the undergarments of a shopper at the Kinokuniya Book Store at Bugis Junction in May 2008. A district court heard that the 31-year-old woman was reading a book there when she noticed Chong Kim Hong, 28, squatting near her and using the camera on his cell phone to film up her skirt.
She told her boyfriend and police were called in. Defence counsel Josephus Tan said Chong was suffering from emotional stress that caused him to commit the offence. For insulting the modesty of a woman, Chong could be fined up to $10,000 and/or jailed up to a year.
