SINGAPORE - A man, upset over a parking fine, had a run-in with the authorities and ended up spewing vulgarities at the staff he dealt with.
The judge had ordered Chandran Natesan to undergo a year of mandatory psychiatric treatment when the case was heard last year as he was found to have been suffering from acute psychosis.
But he did not keep to the treatment nor take his medicine while overseas. And he did not go for his appointments at the Institute of Mental Health.
The treatment order has since been revoked and he was fined $29,000 on Jan 16 this year. He is serving one month and nine weeks in jail in place of the fine.
The case began with his e-mail request to the Housing Board to waive his parking fine. On Jan 21, 2010, after a female employee rejected his appeal, he replied with a string of expletives. He did the same to a male staff the next day.
On Feb 10, he called the HDB hotline and asked about his fine. A female staff told him his season parking ticket had been cancelled. He then hurled vulgarities at her.
The next month, he called the Land Transport Authority hotline three times and used expletives.
The police were alerted to his behaviour. During investigation, they found 373 pornographic videos in his laptop at home. Chandran faced seven charges, including insulting public servants.
