Why does Town Council allow property agent advert on its banner stand?

STOMPer Dynasty General wants to know why this banner stand is being used by a property agent to advertise, instead of by the Town Council to put up community news and information.
Said the STOMPer in his e-mail:
"I wonder why this banner stand that belongs to the Town Council is being used as a form of advertisement by a private property agent."
"It is located near Blk 20 of Jalan Membina, near the traffic crossing along Lower Delta Road & Tiong Bahru Road."
"Shouldn't the Town Council display information or news that benefit the residents since we pay conservancy fees every month to them?"
