Hence, in the first 6 months of this year, except for the number of EP
holders, the rest of the numbers had increased. The number of EP holders
decreased by 1%.
The greatest increase came from the number of S-Pass holders. It increased by
8.2%. However, when the numbers for S-Pass and EP holders were combined, it
showed that the number of foreign PMETs continues to increase. In the first 6
months of this year, it increased by 3.2%.
The minimum salary for S-Pass holders needs to be $2,200 while that of EP
holders is $3,000. This is effective from 1 Jul 2013.

Following is a graph showing the total increase in the number of foreign
PMETs in Singapore since Dec 2007. Note that the number of EP holders may have
tapered since last year but the number of S-Pass holders continues to increase
unabated. It resulted in the continued climb in number of foreign PMETs in
Singapore:
No doubt, as the number of foreign PMETs increases in Singapore, Singaporean
PMETs will continue to face job competitions increasingly. Furthermore, the
increase in the number of S-Pass holders will continue to help depress salaries
for Singaporean PMETs.
