Without migration of some magnitude, Singapore's population will decline - even if it manages to boost its Total Fertility Rate (TFR) to 1.85, up from the current 1.15.
This was a key conclusion from a 2007 study conducted by the Institute of Policy Studies, which generated various scenarios of Singapore's population trends.
One of them assumes that Singapore's TFR will rise gradually to 1.85 by 2025 before stabilising at that level, and that there is zero net migration.
Under such circumstances, Singapore's resident population will decline from the current 3.77 million, to 3.37 million by 2050.

[TD="align: left"]Sinapore's resident population will decline and get old if the total fertility rate is extremely low and there is no in-migration, according to a study published on Wednesday.
The study by researchers at the Institute of Policy Studies showed that with the total fertility rate at 1.24 and zero net migration, the population would decline to 3.03 million in 2050.
Singapore now has a population of 5 million, and the fertility rate fell further to a record low of 1.16 last year. Meanwhile, local residents have complained about the impact of an increasing number of immigrants on their life, including more crowded transport facilities.
With 30,000 immigrants added annually, the population projection is 4.89 million in 2050. With 60,000 immigrants added annually, population projection is 6.76 million in 2050.
The study also looked at a situation where the total fertility rate can be raised to 1.85 births per woman by 2025 with no new immigration. With such a scenario, the study says population size can still only hit 3.37 million in 2050.
If fertility rate remains low, the study also projected that there will be fewer young people in Singapore. The number of young people under 14 years of age will go down by more than half from 699,000 in 2005 to 274,400 by 2050, the report said.
