Welcome to the real world of foreign (fake) talents. Not only India but PRC also experts in degree & diploma fake certificate racketeering.
I’ll do an exposé on the world of foreign workers with emphasis on S’pore in particular.
CONSTRUCTION & SEMI-SKILLED WORKERS
This is the biggest labour racket in the world. The Middle-east was one of the biggest procurers of labourers from India, Bangladesh & Pakistan. Before Dubai went bust, there were massive camps of foreign labourers working on the various grandiose Dubia projects.
For S’pore, foreign construction labourers is a huge market. Local construction companies often bid to win money-losing public projects. Why? There is a perverse logic to it. For each public project completed, the local contractor is allocated certain foreign workers quota. This is a money maker! The contractor can assigned their quota to another contractor for a fee. Some contractors can even allocate their quota to various contractors using different names so that they earned various fees. Other unscrupulous contractors bring in foreign labourers only to send them back cancelling their work permit before expiry thus avoiding paying them their due salaries & overtime pay. It’s a racket that everybody wins except the poor labourer who get’s nothing & faces debts when he returns home. The unscrupulous contractor simply repeats the process & gains free labour again & again!
STUDENTS/SEX WORKERS
This is the most interesting! A lot of China/Vietnam girls come in using student visa supposedly to study English. They are met by a Pimp & taken to a hostel or boarding house. The private school is paid but doesn’t need to conduct classes – just the student visa! Those “students” go to “school” at night – Karaoke lounges, nightclubs ,etc. There are 3 categories for sex workers; social visitors pass, students visa & entertainers pass/workers permit. The students pass are the most common! Workers permit is another way where sex workers are recruited by an SME with foreign worker quota but does not work there!
S-PASS/EMPLOYMENT PASS REBATES
Some employers employed foreigners at a certain pay scale only for the foreigner to “rebate” part of the pay back to the employer. This is where the fake certificates come in. SME often resort to this method to get more workers via S-Pass/Employment Pass while the worker agrees to rebate the difference to employers who applied for their S-Pass/Employment Pass using an approved salary scale.
Even for MNCs, certain nationalities bring in their own people under employment pass but their S’pore declared income does not corresponding with their received income! Why? Part of their S’pore income goes back to the company while their pay is credited in their domestic country at an amount lesser than the one in S’pore. This is a kind of a tax avoidance scheme. The employee doesn’t complain because they may be getting housing allowance, kids education allowance, etc. However, it doesn’t benefit locals!
