The author Caroline Charles is correct. Previously, I was with PA working in a CC. My Constituency Director are given a password and he can access to the voting statistics of his own constituency.
He and the adviser (MP) are able to know how many percentage of voters in different sectors A1, A2, A3, A4 etc voted for PAP, opposition etc…
For your info, each sector is only consists of maximum 4 to 6 Blocks of flats in the same area/constituency. That is how they can easily redraw the boundaries to their advantage before every election.
So our Government only can know which sectors are more pro against them. They got NO way to know who voted against them (unless 100% of that particular sector voted against them – which is highly unlikely).
Do not worry too much on how they going to redraw the boundaries in coming 2016 election. As more than 50% will fall to the hands of the Oppositions.
