Update: In July, the USDA unveiled the “National Farm Security Action Plan.” It includes increased penalties for unreported foreign purchases of U.S. farmland, and a pledge to “take swift legislative or executive action to end the direct or indirect purchase or control of American farmland by nationals from countries of concern or other foreign adversaries.” Shortly thereafter, Congressional Republicans introduced legislation that would ban Chinese corporations and Chinese Communist Party officials from buying U.S. farmland. As of this writing, the legislation hasn’t been scheduled for a vote in either chamber of Congress, and there have been no announcements as to when it will. According to 2022 data, Chinese companies and nationals hold less than one percent of all foreign-owned farmland in the U.S., or roughly 349,442 acres.
The largest pork producer in America is owned by a Chinese company, and a lot of people don’t like that. Critics of the corporate acquisition that took place in 2013 argued that Smithfield Foods’ Chinese ownership was a national security threat. Now, a political action committee is building on that sentiment — warning that Congress is being lobbied by Smithfield and other pork industry groups to slip language into the Farm Bill to gut the animal welfare protections of California’s Proposition 12. If successful, the PAC argues, this Smithfield-supported reversal of Prop 12 could multiply the threat to national security even more. But there are other major problems with the company that long predate any Chinese involvement.
