高雄市前市長陳菊接任總統府秘書長不過短短4個月，高雄市已有3名重要官員北上入閣，近期又傳高市教育局局長范巽綠升任教育部次長，全教產統計高雄市陳菊任內先後落跑的官員，含陳菊在內竟多達17人，批倒楣的是高雄市民，施政像走馬燈般，搞得高雄又苦又窮，無人關心聞問。
全教產質疑，「台北天龍國比高雄地坑國溫暖嗎？否則為什麼大官一個個落跑？」他們說，高市府官員為高雄人帶來許多「政績」，包括「0823」南台灣豪大雨，高雄市馬路被熱帶性低氣壓豪大雨炸出5000多個大小、深淺不一的坑洞，高雄卻群龍無首，市府救災慢好幾拍，代理市長許立明被市民罵翻。
全教產批評，教育局前局長范巽綠遭爆料在任3年多時間，出國17次、天數高達108天，怠忽經營地方教育；指范巽綠又與同仁世代格格不入，終於待不住，提前回鍋出任教育部政次，「與花媽（陳菊）果真姊妹情深」。
全教產指出，除了陳菊本人、范巽綠、交通部長吳宏謀、勞動部長許銘春外，現任的行政院客委會主委李永得、宜蘭縣代理縣長陳金德、行政院東部服務中心執行長許傳盛、交通部次長王國材、衛福部次長何啟功、內政部警政署長陳家欽、保訓會副主委葉瑞與、勞動部前次長蘇麗瓊、教育部前次長蔡清華、行政院副發言人丁允恭、退輔會前副主委劉樹林、金管會前主委李瑞倉、法務部前部長邱太三等人都曾擔任過高雄重要職位。
