Assuming you mean the photo and not the message (obviously the dog didn't write the appeal-to-hearts message herself, but pretty brilliant marketing on the part of whoever wrote it).

Doubt they need to photoshop the eyes to be even more cocked-eyed (may backfire and turn away normal adopters), or less cocked-eyed (may backfire and turn away sympathetic adopters). The dog is cocked-eyed just enough, not too much, not too little.
