Does no-aircon HDB style mall considered a mall ?

There are many such malls in Singapore, and Bras Basah Complex stands out as one. Many are located in the HDB neighborhood, such as Elias Mall, Tampines Mart etc.

These places have no air con. Are they "gazetted" as shopping malls according to MOH definition?

Don't forget Yew Tee Point and Taman Jurong Shopping Centre.
