Do telecos somehow suck up one's data usage?

Any of you ever found out that your data usage is somehow used up very quickly?


I have a usb dongle connected to the net surfed the net at first typical usage. Downloaded a small video and somehow got disconnected. Reconnected again and found out a chunk of my data was used just by reconnecting.

This is on the technical aspect but when i use speedtest my connection just gets cut off. Yup somehow i lose connection maybe cos too much data is being d/led and uploaded? Doesn't make sense at all.
