All wayang. Don;t be fooled. I believe that they never intended the real target to be 6.9. They just put it out there for political reasons. After an outcry they will FORMALLY reduce it, maybe by 500k or a bit more, and then they will say that the Govt LISTENS to the people.
Even if they said 6mil, Singaporeans will shout back at such stupidity numbers. We want a reverse from current 5.5mil to 4.5mil population not an auto increase. They never listen. Many of my friend said the next GE is going to be worth a watch because PAP battle is going to be very strenous and expect not just nasi lemask, there might be freebie bag with lots of goodies just to entice miserable few people to watch their painful rally.

The White Scums are just playing with words. What "target", "schedule", "worst case"? The definition of "worst case" does not mean it is ruled out. With so many changes coming, Medisave, more land sales, public transport, etc, etc, it is clear the White Scums have already decided to shoot for more foreigners. Be it 6.9M or 9.6M. It simply means more and more foreigners.
The real target is much higher than 6.9 mil.
Khaw boon wan stated to achieve 700,000 extra housing units. Assuming average unit holds 4 pax, this means he is catering for addition 2.8 mil. Today's population at 5.3 mil. So actual target is 8.1 mil.
6.9mil was last minute amendment after punggol east lost. But the white paper team did not adjust the other variables, which revealed pap actual intention.

But for Singapore, a single person calls the shot for a trillion bucks before leverage. That is power.

And no statement that they will not exceed it. I believe the target is 6.9 mil by 2020. Khaw boon wan said 200,000 new housing units will be completed from now to 2016, and if you extrapolate to another 4 years to 2020, that means 400,000 new units to be completed from 2012 to 2020. That is sufficient housing for 1.6 mil extra head counts, on top of current 5.3 mil. That gives you 6.9 mil by 2020, not 2030.
