T’was some whacking the police got from the coroner. As reported in ST today, State Coroner Imran Abdul Hamid described the investigation report into the 2011 murder of a Chinese national in Marina Boulevard as “quite disappointing’’.

Seems there was some foreign DNA at the scene of crime – Mr Wu Hui was bashed on the head. The coroner wanted the gender determined. He also wanted telephone records of two cellphones found near the dead man. One doesn’t have to be a CSI fan to ask why nothing was done about the cellphones. Instead the police gave two scenarios: He was either killed by another Chinese national who, like him, was acting illegally as a go-between for employment agents and would-be migrant workers; or he was killed by someone whom he borrowed money from as he’s a gambler.

The coroner said he wanted more work done, to narrow down the pool of suspects. In TNP, the same coroner (very busy man) also had questions for another inquest – that of a military policeman who appeared to have hanged himself. He asked for position of a small table where the body was found – as well as the position of the body.

Seems the police are being kept on their toes quite a bit. As they should be, given the amount of bad press (international) that has been circulating about its investigation processes, particularly over the death of American Shane Todd in Singapore. The family has a litany of complaints about the difference between what they were told and what they found at the scene, including a computer disc which supposedly provided some clues to how or why he died. No doubt, we haven’t heard the end of THAT story yet.

This "disappointing" performance seems to be common. Maybe what's needed is a pay hike. That's always a popular solution among the PAP

Coroner should press for an Independent Police Complaints Commission like the one they have here in the UK.

Cut and paste from their website:

Who can make a complaint?

You can make a complaint if you:

•experienced inappropriate behaviour from a police officer or member of police staff

•witnessed an incident – for example, you were present when an incident took place or were close enough to see or hear the incident

•have been adversely affected by the conduct of a police officer or member of police staff, even if it did not take place in relation to you. 'Adversely affected' has a specific meaning within the police complaints system. It is defined at page 143 of the IPCC's Statutory Guidance.

You could be acting on behalf of someone in any of the categories listed above if you have their written permission to make a complaint on their behalf.

What can I complain about?

You can complain if you are not satisfied with the service you have received from the police. People who work in the police service should behave appropriately at all times. Expectations about the behaviour of both police officers and members of police staff are set out in their respective Standards of Professional Behaviour. These expectations include a requirement to:

•act with honesty and integrity, fairness and impartiality

•treat members of the public and their colleagues with respect

•not abuse their powers and authority

•act in a manner that does not discredit or undermine public confidence in the police service.

If you feel that someone working for the police has not met these standards, you can make a complaint.

You can also complain about the way a police force is run – this is called a ‘direction and control’ issue. For example, you can complain if you are not happy with operational management decisions, general policing standards, or policing policies.

Workers Party's interns should check out the link and use the research materials to help their MP ask the right questions and put forward some motions.
