Contradictory statements from Lim B H, Teo H P & PA

I am completely confused after following the fracas on the CDC staff bonus for the last 3 days. There are too many mouths talking at the same time, giving statements which seem to contradict each other. Why can’t they just come clean with the bonuses? The more they try to get around the questions by giving vague answers, the more it appears they have something to hide.

People’s Association:

“PA also said only low-income workers can get a higher performance bonus to narrow the income gap between them and colleagues who received a higher basic salary in order to retain outstanding workers. On a whole, only a small percentage of workers with exceptional performance qualify for higher bonuses.”



From Straits Times:

Mr Lim Boon Heng:

“Mr Lim did not deny the rumours on Monday. He pointed out that only a select few who did exceptionally well would get such high bonuses, and that it was likely that those in more senior grades in the CDCs got bigger bonuses because their basic pay was low.”






CONTRADICTION # 1:

This statement from the People’s Association gave me the impression that only low-income workers are entitled to higher performance bonuses like a few months or more, maybe up to 8 months.

However, Mr Lim revealed a few days later that senior officers got bigger bonuses. If the basic pay of senior officers is low, then what about the pay of junior officers? Surely their pay can’t be higher than that of senior officers? Is Mr Lim saying that only senior officers are entitled to bigger bonuses and not junior officers with less pay?

8 months of bonus is virtully unheard off in pte sector,unless the boss is paying her MISTRESS cum secretary for servicing him on and off office.
 
those who carry the balls well will be well-rewarded, with the people's money.

this system is so unique, compare to others.

If the boss wants to reward his workers, he will make sure he is not over rewarding them because it will be coming out from his pocket.

If a management level wants to reward his surbordinate, he also cannot over reward them because his boss will be questioning him as the money is coming out from the boss's pocket.

But the system here is the management level can happily reward as much as he wants, because it is not coming out from his own pocket and also he will not be question by the boss which happens to be the people.

so which group is the one suffering from this kind of system?
the manager?
the surbodinate?
or the boss (people)?
