I heard it is made "compulsory" (though not explicitly) for all staff in civil service and GLCs to "voluntarily" donate on a monthly basis to assigned charities, to make the numbers and claim 100% participation rate. If they choose not to, then HR staff will visit these staff many times and council them to have more "social responsibilities". If still cannot, HR will approach their HOD. You say they donate or not?

Everyone who earns a salary in Spore has a few dollars taken out from their pay each month to contribute to some "charity". This contribution is compulsory.
