According to Chinese-language daily Lianhe Wanbao, 57-year-old Mr Lim saw the man, alleged to be in his 30s, pick up notes and coins scattered around the taxi.
There were three to four pieces of notes in denominations of 50 and 100 that amounted to around $300.
Mr Lim who is a cleaner from Malaysia and takes the bus daily from Johor Baru to Singapore was at the Bugis bus interchange when he heard a loud bang and ran to the accident scene.
