KUALA LUMPUR — The Public Service Commission (PSC) is sabotaging officers appointed by the Pakatan Harapan (PH) government, said sources.

The PSC and Public Service Department (PSD) are even going against the orders of Prime Minister Dr Mahathir Mohamad, the sources said.


PSD officers have taken it upon themselves to reassign grades of these newly appointed officers to respective ministers in Dr Mahathir’s cabinet, they added.

For someone to be appointed to be an officer, the requirements include a letter of consent from the minister or deputy minister and consent from the prime minister.


This is according to the PSD’s circular dated 2012. However, the circular does not make clear whether the PSD or PSC has powers to assign the grades.

“They (PSD) said, PM can give his consent… but at the end of the day, it’s PSD and PSC who decide our grades. Whether or not we deserve the consented grade,” a source told The Malaysian Insight.

The officers affected were those given grade 52 by the ministers and reassigned by the PSC to grade 48, which is the lowest grade of an officer.

“My minister wants me to be a grade 54 officer but PSC and PSD gave me grade 48. Their reason is my lack of experience,” a ministry source said.

Salaries are paid out according to the grades.

Among the non-verbal conditions put in place by PSC for officers being hired as political appointees is three years’ experience serving in the private sector. This is regarded as equivalent to a year in the public sector.

“If the press secretary has never been a press secretary, then PSC will lower the grade.

“Three years in the private sector equal one year in civil service, so PSC can lower the pay since you only worked a few years,” another source said.

This includes officers who once served in top posts in the private sector.

Another affected officer said the commission also told him that the reason they are giving a lower salary was because his qualification was not on a par despite the minister’s consent.

The officers have made appeals for grade revisions to the PSC, which have gone unheard.

“We had to write several appeal letters and there are no replies,” a source said.

One ministry source said the issue arose when PSD refused to take instructions from the PM and exercised its own discretion.

“As per the 2012 government circular, the PM and the ministers approved the appointments of new special officers, private secretaries and media officers and even indicated the salaries the new contract staff should be paid but PSD ignored these instructions.

“PSD assigned its own grades. And even those who previously worked in government, they were assigned lower grades,” said the source.

The issue, said the source, was brought up to the prime minister on August 17 and during the subsequent cabinet meeting, it was discovered that the problem was widespread.

“This never used to happen under the Barisan Nasional (BN) government, where PSD would just carry out the instructions from the cabinet. But it’s strange that it is happening now,” said the source.

It was reported in August that the new contract staff for the PH government did not get paid or offer letters after almost three months on the job.

Several officers have yet to receive their contracts and pay cheques until now.

Last month, Dr Mahathir said there was “incitement” from outside sources, making it difficult for him to trust civil servants in the current administration.

He also previously noted in that some civil servants were still loyal to the BN and were “sabotaging” his administration. Some of them had in fact, campaigned for the BN during the May elections, he said. THE MALAYSIAN INSIGHT

The Civil Service is supposed to be apolitical. It will serve the political master of the day.

We need a clean up like the Harapan government is doing in Mudland. I am sure we will find more billions than the Mudlanders and lots of pappies will go to jail.

Future Jobs will be contractual with MUTUAL 3 months termination/ resignation notice.



Nowadays, I think all standard jobs will be on contract, ~3 mths termination notice. Who terminates first is the one to pay up but if contractual notice is given, then no compensation either side.

I say this because like Haier group (China) https://www.nytimes.com/2016/01/16/business/dealbook/haier-ge-appliances.html (saw CNA documentary) that even BOUGHT OVER GENERAL ELECTRIC APPLIANCES (USA) company, they practise a 'work unit' performance system ... Each work unit manager is responsible for his own work unit performance. Thus it will likely be the work unit manager decision to hire or fire the employee and company HR is likely to take back seat (bo chup approach) unless the situation is very egregious (e.g. bad sexual harassment, drugs, corruption, theft, ill-treatment etc with risk of public boycott / scandal involved), otherwise, the manager will have the liberty to hire/fire to achieve the most optimal worker configuration (he may hire proportionally different races if his department works 24/7 so that religious festivals / public holidays do not disrupt his operations).

Ditto civil service, I think iron rice bowl will be no more because like in Malaysia /Philippines, Indonesia, USA, when a new guy/party enters parliament, many senior civil servants will be replaced and thus a new law will be passed to allow termination of contract with 6 months notice (unless it is dismissal for misconduct which is troublesome to prove)(would work both ways: no compensation if 6 months notice for contract termination is given) or 6mths minus notice period if the employee is to be kicked out due to different political affiliation.

Ditto private companies and MNC, many of whom are undergoing M&A, restructuring etc due to today's competitive business environment.

Only rich companies will hire CEO with 2yrs termination agreement and also restraining agreement not to allow working for competitor would be less popular /common.

All employees (and civil servants) also have to either forgo 13th mth salary or have a fraction of salary as SECURITY DEPOSIT with bank/ mutually agreeable 3rd party trust like NTUC etc so that say in case of senior civil servant being terminated because of new political party in gahmen, the new leadership will decide: if sack due to wrong doing, crime/corruption, then the deposit can be confiscated to compensate for wrong doing and costs involved to get new hire for immediate replacement. If just retrenched ASAP because belong to opposition political party, then deposit returned and new gahmen must pay 6mths salary in lieu of failure to give 6 mths termination notice (ex-civil servant will get 1yr worth salary (half as security deposit refunded), half as salary in lieu of failure to give 6mths termination notice). If new gahmen decides to work with existing civil servant but maybe replace because found to be useless stooge/crony of last government, really useless bimbo/ lapdog civil servant, then give 6mths notice and @ end of 6 mths, no extra compensation but he can retrieve his security deposit of 6mths salary worth because no obvious wrong doing committed in civil service.

As mentioned in the article I appended above and wrote about a week ago, civil service jobs should ALWAYS allow for mutual right of TERMINATION with just 6 months notice.

Instead of a pensions and medical benefits for life to keep civil servants 'loyal', it should now be the civil servants who furnish the security deposit equal to up to 6 months of current salary which would be the contract termination notice period, which extends by 1month for every year worked up to a max of 6 months.

If the new government is in a hurry to replace the senior civil servant in contract requiring a 6 month termination period but has done nothing wrong / punishable in the job thus far, except perhaps being a staunch supporter of the last government, then the current minister can choose to either give 6 months termination notice, or else return the security deposit of 6months salary and add 6 mths more salary to compensate for failure to give six months notice before termination of employment with the particular civil service agency.
