2013 September 4th afternoon 5pm, Shandong Qingdao city Laoshan district Shilaoren village, a government-on-government farce occurred at a military compound. Over a hundred chengguan beseiged a guard room at a military compound, with the intent to forcibly demolish the guard room.

It was a scene of chaos. At first, a chengguan officer that arrogantly charged into the compound was knocked to the ground by a People’s Liberation Army soldier with a stick and then a fierce conflict broke out between the two sides. It was a brawl but in the end, due to the chengguan having more numbers, the military compound side was unable to resist them, and the PLA was beaten into retreat.

The chengguan brought in an excavator, and the guard room ultimately was forcibly demolished.

China’s chengguan were established in 1997 initially to manage the problem of transient street peddlers and vendors. However, as everyone knows, the chengguansystem was unconstitutional from its very appearance, while the illegal conduct ofchengguan and the criminal activities of individual chengguan officers during law enforcement have long ago become too numerous to count.

The chengguan are always ruthlessly trampling upon China’s legal system, enormously menacing the safety of the Chinese people’s lives and property. Nowadays, the chengguandepartment can build a 30-floor luxurious building, can park innumerable luxury public cars [cars purchased with public money for government use] below it, can use violence against roadside peddlers who choose to make a living without stealing or robbing, even crippling and killing them, and can also fight with innocent pedestrians.Chengguan have long ago become a synonym to “gnashing of teeth” for the ordinary common people, with the people both detesting and fearing them.

Now the chengguan have become so arrogant and unbridled that they dare go to the military’s front gate and use their illegal existence and illegal methods to prevail against a lawful government machine [organ, the military], which shows that the struggle between China’s departments of differing power long ago reached a peak, with various departments fighting each other for their own power, exploiting and trampling on the ordinary common people.

At first, a chengguan member was stopped after charging into the camp and then a fierce fight broke out between the two sides, with the chengguan ultimately using the excavator and forcibly demolishing the guard room. Photos are of the People’s Liberation Army [PLA] blocking the excavator with the chengguan going forward to stop them and both sides coming to blows.

September 4th afternoon, a “Scene of Qingdao chengguan forcibly demolishing military compound guard room” video spread on the internet. Based on what’s shown in the video, several Qingdao chengguan operating an excavator attempting to demolish the guard room of a military compound were stopped by many military compound guards, leading to an explosive brawl between the chengguan and the military guards. From what can be seen in the video, fierce conflicts occurred between both sides as they stood off against each other, but the guard room was in the end still forcibly torn down once after the arrival of the excavator.
