Using CCTV to nab high-rise litterbugs

THE authorities are exploring the option of installing closed-circuit television (CCTV) cameras in housing estates in a bid to nab high-rise litterbugs, said Minister of State for Environment and Water Resources Amy Khor in Parliament on Tuesday.

Two trials were done last year, in HDB blocks along Commonwealth Close and Bukit Panjang Ring Road.

In the first trial, a camera was placed at the rooftop of a block opposite the one under surveillance. In the second trial, the camera was placed at ground level.

The move comes at a time when complaints of high-rise littering rose for the third year running last year.

Some 4,449 such complaints were logged last year, up from 3,475 in 2009 and 2,499 in 2008.

Over the same period, nine people were prosecuted and were served with Corrective Work Orders (CWOs) or fined.

Good idea because not only watch for litter but can also keep an eye for undesirables. BUT the video feed should also go to all the flats in that block and allow everyone interested to help keep an eye.

THE authorities are exploring the option of installing closed-circuit television (CCTV) cameras in housing estates in a bid to nab high-rise litterbugs, said Minister of State for the Environment and Water Resources Amy Khor in Parliament yesterday.

Two trials were carried out last year in HDB blocks along Commonwealth Close and Bukit Panjang Ring Road.

The move comes at a time when complaints of high-rise littering rose for the third year running last year.

In Parliament yesterday, Mr Zaqy Mohamad (Hong Kah GRC) questioned the effectiveness of present regulation in tackling the issue, adding that the figure of nine prosecuted cases over the last three years was an 'underreflection of the situation on the ground'.

Dr Khor said the National Environment Agency (NEA) prosecutes offenders only if there is enough evidence against them. Others are served with warning letters.

Nabbing high-rise litterbugs is labour-intensive: Officers have to stake out the place for long hours, and even then this often proves futile as most litterbugs strike under cover of night.

Because of this, technical surveillance tools are being explored, said Dr Khor.

But there are many constraints, such as the quality and cost of cameras, lighting, weather conditions, physical obstructions such as trees, and the availability of sites to put the cameras.

'These factors affect the quality of the video clip and hence its use as evidence for prosecution,' she said.

Another issue is the privacy of residents: HDB rules do not allow CCTV cameras along common corridors, as they could intrude on other residents' privacy, although the rules have been relaxed before to help solve crime cases concerning harassment and theft.

Speaking to The Straits Times later, Dr Khor said the ministry was open to using CCTV cameras in other housing estates, provided the 'technical constraints' she raised earlier in the day could be ironed out with security firms Cisco and Aetos, which supply the cameras.

Surveillance aside, she said, residents also had a role to play in nabbing litterbugs.

Farking stupid money digging PAP first invited
all those FTs who rents a room here because
no attached toilets resorted to throw rubbish
from their attached windows .

Yeah cheap labour for PAP no doubt but the
state got more expensive town council cleaning .
So are we back to where we are PAP ?

1. this must be the brainchild of some silly scholar or what.
2. just imagine the number of cctv installed islandwide on the top or at some level of each block of flats.
3. how many blocks of flats sheepishland has?
4. not include pte condos and apartments man!
5. what a brilliant idea!
